- Homeless applicants accepted by Basildon Council, in supported accommodation ready to move on
- Homeless at Home applicants (with a main housing duty accepted by Basildon Council)
- Approved Child leaving care nominations
- Applicants in partner-provided supported accommodation ready to move on
- Applicants who meet the armed forces residence criteria with urgent housing needs
