Scheme Facilities
Poplar House is an Extra Care Scheme in Basildon for people aged 55 and over, offering independent living alongside on-site care and support. The scheme provides one and two bedroom apartments with open-plan living spaces, supported by 24 hour staff and assistive technology designed to promote safety and independence.
Residents have access to a range of communal facilities, including a lounge, restaurant, landscaped gardens and activity spaces. Regular social events are organised to encourage community engagement.
Personal care services are delivered by an on-site provider regulated by the Care Quality Commission (CQC), while housing staff provide support with day to day management and general wellbeing.

Extra Care Criteria
Extra care housing is primarily intended for individuals aged 55 or over who have identified care and support needs, as assessed by Social Services.
The scheme is designed to help residents maintain independence for as long as possible. It offers flexible levels of care and support, which can be adjusted as needs change over time.
Extra care housing enables individuals to live independently within their own home while reducing the likelihood of hospital admissions or the need for residential care.
Residents benefit from the privacy and security of their own accommodation, alongside the reassurance that care staff are available on-site 24 hours a day, 7 days a week, to respond to emergencies or unplanned needs.
Couples are able to move into extra care accommodation together, where one or both partners have care and support needs.
Poplar House Application and Allocation process
Allocations for extra care housing are not advertised through Basildon Choice-based lettings. Instead, properties are allocated via a direct let process determined by an allocation panel.
The panel includes representatives from:
- Basildon Borough Council
- Sanctuary Housing (the Scheme provider)
- Essex County Council
Decisions are based on an assessment of the applicant’s care and support needs.
Where a homeseeker is considered for extra care housing:
- Their application will be placed in Band E (suspended) while awaiting the panel decision.
- If approved, the application will remain suspended until a suitable property becomes available and an offer can be made.
